Is it possible to selectively delete past versions of a file? For example, if I saved three versions of a large PSD to a workspace over the course of a (very indecisive) day - could I go in and delete the second of the three versions without affecting anything else?

Is this cumbersome to do?

Yes, you can delete past versions as you requested. It is easy to delete past versions of a file. This can be achieved either from within each of the applications or from the Workspace administration tool.

From within an application, simply open the managed file that has multiple versions and go to “File>Versions” to display all of your past versions of that file. You will see each past version, its metadata and a thumbnail of each. You can select each individual version you would like to delete by selecting the past version and selecting “Delete” at the bottom of the window. This workflow is intended for ad hoc deletion of past versions and quick clean up.

The other way to delete past versions is to open the Workspace Administration tool and from the home page select “Remove Old Versions”. You can then choose to delete old versions by date or by number of past versions to keep. This workflow is intended for mass clean up of your project before it gets archived, moved or just to save disk space.
