Make a pixel image that you want to use as a brush. Select it, choose Edit > Define Brush Preset, and voila, you have a new brush. But if you don't want that brush to have default behaviors, you have to create a second preset and delete the first. Which is insane.

Presets should be editable, like they were in the good old days.
