Well, isn't this interesting! I've apparently never tried using Elements to import images from the camera - I either copy files from a card reader (using Windows Explorer) or use Canon's ZoomBrowser. I can't get the CR2 files with Elements either. This may be worthy of a bug report - in the meantime, try getting the RAW files onto your hard drive by some non-Adobe method!
