Further update: I called Adobe technical support on Monday.
I spent 70 minutes on the phone. We did a lot of work to try to identify why my raw images are not being recognized by Photoshop.
To make a very long story shorter, he determined that the raw files are recognized by the Camera Window program and Zoombrowser and are not recognized by Windows Explorer and Photoshop Elements. He suggested that I call Canon to ask why.
I did--- Canon's response--- Since the raw files are recognized by the Canon software and are functioning properly, it's not a Canon problem and (Quotation)"We cannot guarantee that third-party applications such as Explorer or Adobe PhotoShop Elements will be able to recognize this file format".
