No CD-ROM drive after installing PSE3

After doing a clean installation, and re-booting when prompted, My CD-ROM drive and DVD Drive no longer show up in my computer list. I have ghosted this drive several times and tried to install PSE3 several times and each time the same result occurs. No CD-ROM or DVD drives available. I am using Windows XP Pro (NOT SP2). The machine is a P4 3.0 GhZ - 800Mhz FSB with 1 GB MEMORY and a CD-RW and DVD+-RW Drive. The primary hard drive is an 80 Gb and the secondary hard drive is a 120GB. I have installed PSE3 onto another machine that I have with a similar configuration (not exactly the same though) and it functions normally (the CD-RW and DVD+-RW show up). I have Roxio 7 installed on both machines. The purpose is to have PSE3 running on one computer that I really need it to run on (the one that it won't recoginze the CD/DVD drives after installation). Any help would be greatly appreciated.

Thank you very much for the tip. It solved my missing CD-RW and DVD Drive issue. The registry fix worked like a charm for Photoshop Elements 3.0.

To begin working with the registry, you will need to start the registry editor.
Click on START
Click RUN
in the open window, type REGEDIT and Click OK
You are now in the Registry Editor.
Select FILE
Select EXPORT
type in a filename and remember the location. This is only needed if you want to revert back to the previous registry settings. Chances are you will not need it if you follow the procedure correctly.
Now to perform the "fix", follow the instructions on the tip.
In the LEFT pane, drill down to:
HKEY_LOCAL_MACHINE
SYSTEM
CONTROL
CLASS
{4D36E965-E325-11CE-BFC1-08002BE10318}
Now in the right pane,
RIGHT Click on the UpperFilters key and select DELETE
RIGHT Click on the LowerFilters Key and select DELETE
Now close the Registry Editor and Re-boot your machine.
I have tried this "fix" a couple of times and it works.

I want to try Paul's fix but my system has 2 CONTROL directories - SET002 and SET002, with only LowerFilters Key listed. Shall I delete both of them?
If this was a problem with V2.0, why wasn't it fixed before V3 was released? It's very frustrating...

I had the same experience.
I have now deleted the Upper Filters key, as well as, the Lower Filters key in the Registry. This worked beautifully.
My question is: There is, in this registry folder, ALSO a file called "LowerFilters.Bak". I have not yet deleted this file. Should this file also be deleted?
