I use Windows XP and Photoshop Elements 3. How can I produce a mirror image?

Betty,
Here is one quick way
Copy the image to a new layer-Ctrl+J
Make the new layer active.
Select Image>Rotate>Flip Image Horizontally or Flip Image Vertically, depending upon were you want the mirror effect to be.

If you only want part of the image flipped, you can select that part of the image with standard selection tools and then copy that to a new layer. This will give you a transparent background that is helpful if you are combining images.

By having the flipped image on its own layer, you have much more control on placement and visual changes, while keeping the original intact.
