I am editing and old black and white photo for someone and they would like a slight transparent colored tint over the photo if possible. I am using PhotoShop Elements 1. Does anyone know if this is possible and if so how to do it, step by step?

Make sure that the mode of the image is RGB.
Add a Hue/Saturation adjustment layer. Select Colorize and move the sliders.

That should get you started. [I think that all applies on PSE 1 - it's been a while ...]

Here's another way:
Add a new blank layer over the background. Change the blending mode to color and then fill the layer with the color of your choice. This should give you a tint over the entire image. You can then adjust the transparency of the layer.
