Because of the additional processing power needed for generating previews, I find that the file browser can slow down PS when its working in the background. For example if I've double-clicked a preview in FB to open the image, I would prefer that FB pause processing whenever it isn't the foreground window. If I've pointed FB to a large folder of CameraRaw files (NEFs) and its processing previews while I'm working on an image the system is very sluggish.

There's really no way around it right now. But, here is what I do...

Allow CR to load the previews. When it's done, export the cache. This will speed up future processing. This way, Photoshop won't continue to load images while you are working the others. The only other way around this is to simply minimize the File Browser. If it doesn't have 'focus' it will not do any work.
